HS code classification software takes a product description and assigns it the correct Harmonized System code, the numeric identifier that customs authorities worldwide use to determine duty rates, licensing requirements, and inspection risk. Instead of a person manually working through tariff schedules and legal notes for every product, the software applies that same logic in a structured, repeatable way.
At its core, the software is doing pattern matching against a legal reference system. It takes what you know about a product, its material, function, and how it is sold, and matches that against tens of thousands of tariff headings, chapter notes, and prior rulings to find the heading that legally applies. The better tools do this against the specific national schedule a shipment is headed for, not just the shared six-digit international code.
The output is not just a code. Good classification software also produces the reasoning behind it: which rule applied, which headings were considered and ruled out, and what evidence supported the final answer. That record matters as much as the code itself if a determination is ever questioned by customs.

Manual classification works fine for a handful of products. None of this means manual expertise stops mattering. Software handles the volume and the repetition; a person is still the right call for a genuinely novel or ambiguous product. How the software works under the hood
To classify a product correctly, software has to understand the structure it is classifying against. An HS code reads left to right, from general to specific. The first two digits place a product in one of 97 broad chapters, the next two narrow that to a heading, and two more narrow it further to a subheading. Those first six digits are shared worldwide, so this part of the logic is the same no matter which country a shipment is headed to.
Past the sixth digit, countries branch off into their own extensions, and this is where the software has to do the most work. The United States extends its schedule to 8 digits for legal classification and then 10 for statistics; the European Union adds its own extra digits with different rules. Good classification software maintains each country's schedule as a separate, regularly updated dataset, so the same product can come out with a different, correct national code depending on the destination.
This is why classification has a global half and a local half, and it is also why software built for one country's schedule does not automatically work for another. The first six digits take general product knowledge. The rest takes an up-to-date, country-specific dataset, which is the part that is hardest to maintain by hand and the part automated tools add the most value to.

It follows the same set order of legal rules a trained classifier would, called the General Rules of Interpretation, so that the same product produces the same answer every time it is run.

Step three is where most of the real judgment lives, and it is the hardest part to automate well. The rules apply in a fixed order: start with the heading text itself and any relevant chapter or section notes, and only move to the next rule if the first one does not settle the question. For a product made of mixed materials or sold as a set, later rules ask which material gives the item its essential character, or default to the heading that comes last in numerical order among those that fit equally well. Software that skips straight to a best-guess match without walking through this order is cutting a corner that eventually shows up as a wrong code.

Classification based on composition and function, not product name
A tool that matches on the product title alone will get plenty of easy cases right and quietly miss the hard ones. Look for software that asks for, and actually uses, material, function, and how the product is sold.
Support for multiple national schedules
A code that is correct for one destination country is not automatically correct for another. Software worth adopting maintains each country's schedule separately and can classify the same product against several at once.
Schedules that stay current on their own
Tariff schedules get revised on a periodic cycle, and product specs change as suppliers swap materials. Software that reclassifies automatically when either changes is worth more than one that requires someone to remember to recheck.
A documented, auditable reasoning trail
If a code is ever questioned, "the software said so" is not a defense on its own. The output needs to include which rule applied and why, so the record holds up under a customs review.

Neither approach replaces the other entirely.
