What product data do you
need to classify accurately?

Most classification errors do not start with the tariff schedule. They start earlier, with a product description that never captured what actually determines the code: material, function, and how the item is packaged and sold. Here's the specific data classification depends on, and where most companies are already sitting on it without realizing.

The real bottleneck is upstream of the schedule

Ask most companies where their classification problems come from, and they will point to the tariff schedule: it is complicated, it changes, the notes are hard to interpret. All of that is true, but it is rarely where the actual error originates. Most misclassifications trace back further, to a product description that never captured the information the schedule actually asks for.

A product name is written to sell the product. A classification code is assigned based on what the product is made of, what it does, and how it is presented for sale. Those are frequently different things, and a process built entirely around product names or marketing copy is missing the input it needs before it ever reaches a single rule in the schedule.

This is why two companies with equally strong knowledge of the tariff schedule can still produce very different quality of classifications: the gap is usually in what data each one is feeding into the process, not in how well either understands the rules.

The core fields classification actually depends on

Regardless of product category, a small set of fields shows up again and again as the actual basis for a heading decision.

None of these fields are exotic. Most companies already track several of them somewhere, usually in product specifications, bills of materials, or supplier documentation. The gap is rarely that the data does not exist; it is that it does not exist in a form that reaches whoever, or whatever, is doing the classifying.

Material and function vs. marketing language

Marketing language is written to be persuasive, and persuasive descriptions tend to omit exactly the details classification needs. "Premium outdoor jacket" says nothing about shell material, insulation type, or whether it is designed for water resistance functionally or just styled to look like it is. Each of those specifics can move the product to a different heading.

The second version is not more work to produce than the first; it typically already exists somewhere in a spec sheet or supplier document. The task is making sure that version, not the marketing copy, is what reaches the classification step.

Additional data for national extensions

Getting the shared six-digit code right generally only requires material, function, and sale format. Getting the national extension right, the digits each country adds past that point, sometimes calls for a bit more.

  • Country of origin, which can affect duty rate eligibility and, in some schedules, the applicable subheading itself.
  • End use declarations, for products where the same physical item is classified differently depending on whether it is for industrial, agricultural, or consumer use.
  • Precise measurements or thresholds, for categories like textiles, chemicals, or food products where a specific percentage, weight, or dimension determines which subheading applies.
  • Applicable certifications or standards, in categories where a national extension distinguishes products meeting a specific regulatory standard from those that do not.

Not every product needs all of this. Whether it applies depends entirely on the category and the destination schedule, which is one more reason a one-size description does not travel well across multiple markets.

Where this data actually comes from

Most of the fields classification needs already exist somewhere in a company's systems. The practical challenge is less about generating new data and more about routing existing data to the right place.

Common existing sources
  • Supplier specification sheets and bills of materials, which usually contain composition and manufacturing detail no marketing copy would include.
  • Product development or engineering documentation, particularly for function and intended use.
  • Packaging and labeling files, which often already specify retail versus bulk presentation.
  • Quality or compliance certificates, for products where a standard or certification affects the national extension.

Where a genuine gap exists, the fix is usually a short, targeted supplier questionnaire covering the fields above, rather than a full product redesign of the data pipeline.

Common gaps that lead to bad classifications

Classifying from the product name field alone

When the only data point fed into classification is the SKU name, the process is guessing from a label rather than reasoning from the product itself, no matter how good the reasoning process is otherwise.

Losing material detail during a supplier change

A new supplier substitutes a material and the change gets logged as a cost or sourcing update, without anyone flagging that it also affects an existing classification.

Applying one product description across every destination market

A description sufficient for the shared six-digit code is treated as sufficient everywhere, when a specific market's national extension actually requires more detail than that.

No standard format across the catalog

When each product's description follows a different structure, comparing similar products for consistency becomes difficult, and it becomes hard to spot when two nearly identical items have landed on different codes.

Getting started

Improving classification accuracy through better data does not require overhauling product management. It works well as a focused, sequenced effort:

  • Audit a sample of current product records against the core fields: material, function, sale format, and processing state. See how many are actually populated versus missing.
  • Identify where the missing data already exists elsewhere in the company, such as supplier specs or engineering docs, before assuming it needs to be collected from scratch.
  • Standardize a description template that captures the core fields consistently, so every product is described the same way regardless of who enters it.
  • Build a light process for flagging when a material or supplier change should trigger a classification review, so the data and the code stay in sync going forward.

Better classification technology can only reason as well as the data it is given. Getting the underlying product data right is less visible than picking a tool, but it is very often the difference between a classification process that holds up and one that does not.
